About the Grant Opportunity

Community Living Supports (CLS) is a statewide program which provides community-based, psychosocial support to people with severe mental health conditions so that they can live independently in their communities across NSW. It is a holistic and culturally responsive service that builds on the strengths and aspirations of people with severe mental health conditions, working together to create and achieve meaningful goals and personal change for a fulfilling life within their communities. ​​

The CLS program merges the existing Housing and Accommodation Support Initiative (HASI) and CLS into a single program known as ‘Community Living Supports’ from 1 July 2026.

The NSW Ministry of Health’s (the Ministry) Mental Health Branch funds and administers the CLS program. CLS is delivered by community managed organisations (CMOs) or Aboriginal Community Controlled Health Organisations (ACCHOs) in partnership with NSW Health local health districts (districts).  

Grant Opportunity Details

Applications for the Community Living Supports (CLS) Open Grant Opportunity are open from 22 August 2025 to 17 October 2025.

Successful Applicants will be notified of the outcome by 31 March 2026 and will enter into contracts for an initial period of 5 years from 1 July 2026 to 30 June 2031.

An online Applicant Briefing session for organisations interested in applying will be held via MS Teams at the following time:

  •  Monday 1 September 2025 at 10am to 12pm

The briefing session is not mandatory i.e. applicants do not need to attend to apply for grant funding.

Any potential applicant that would like to attend is to email the cls2026@procuregroup.com.au with details of attendees at least 24 hours prior to the briefing session. Those attendees will then be provided the MS Teams link to attend.

The briefing session will not be recorded, however the presentation slides will be provided through an addendum following the briefing session.

Please ensure your Organisation completes Attachments C1, C2 and D as part of your application. All completed documentation can be uploaded on section 6 of this application form. 

Incomplete, non-compliant, or corrupted applications may be deemed ineligible for assessment at the sole discretion of the Ministry.

Grant Funding Available

The total funding for CLS in NSW is $86.5 million (excl. GST and indexation) for CLS year 1. Individual grant amounts vary by local health district and region. Further details can be found in the Grant Guidelines and attachments. 

Over the initial five-year term, the estimated total funding (excluding indexation) is $432.7 million (excl GST).
